You can upgrade the Van only when you are on a level.
First collect 10 Tools.

When you have enough resources you will see special icons on the Van. Tap it!

Wait until the upgrade is finished.

Great! Now you have two Rescuers! You can upgrade the Van to have up to three Rescuers at the same time! (only after level 90).
